Floating mana isnt something we see on cheap cards very often, and adding mana on casting spells has proven strong in the past (Birgi, God of Storytelling immediately jumps to mind)
He can trigger your Infusion with his +2, nobody hates card draw, or creature destruction, and his ultimate is really a game ender
Every Dragon that drops onto the battlefield from the sky will shoot one of your foes or their pawns for damage that increases based on the number of draconic forces under your control
The loss of a single card to cast it for free is still meaningful and the cost to pay mana for it is prohibitive, but this is certainly on my short list
