Im already running Storm of Souls as a way to bring back all of my small creatures in my Adeline, Resplendent Cathar deck, so I can see this card slotting in immediately as a secondary way to recover from a devastating board wipe
Sisay, Weatherlight Captain or Kinnan, Bonder Prodigy at the helm, or regularly uses cards like Razaketh, the Foulblooded
- 1 card from the Power Group - 3 cards from the Fast Mana Group - 1 of each Restricted List card - 3 of each non-creature rare - 6 of each creature rare (not on moderated list) - 3 of each moderated card - 6 of each uncommon - 6 dual lands in total (max three each) Mulligans: - To take a mulligan, a player shuffles the cards in their hand back into their library, draws a new hand of cards equal to their starting hand size, then puts a number of those cards equal to the number of times that player has taken a mulligan on the bottom of their library in any order
It was getting pretty costly a few years after it came out, but this card's price came down significantly after it was reprinted in two different Commander precon decks in 2024 - it showed up in both Bloomburrow and Murders at Karlov Manor, tanking its cost
While mana cost is not something I am too bothered about in these ratings that of either Ulamog is sufficiently prohibitive of most decks that it is at the very bottom of this list despite being one of the most nominally powerful cards in all of magic
